THEME AND PASTORAL PROGRAM

The theme, chosen by the Holy Father, will be, “The Word became flesh, and dwelt among us” (Jn 1:14). In the context of the Great Jubilee, the mystery of the incarnation of the Word, focal point of human history, is announced at the threshold of the third millennium. This gives the XV World Youth Day some peculiar characteristics.

First of all, it will include the essential components of the Jubilee: the pilgrimage, the passing through the “Holy Door”, the profession of faith.  Moreover, the hosting place for this event is Rome - symbolic city: the living memories of the Apostles and the early Martyrs, her characteristics as “shrine city” will make the experience of the pilgrimage particularly intense.  Finally, this time the Pope himself will welcome the young people in his diocese, “at home”, while in previous occasions the young people were welcoming the Pope.

The Pastoral Program prepared by the Italian Committee for World Youth Day (ICWYD) includes and clarifies all these elements in order to introduce the World Youth Day theological basis. The program is available to all youth leaders in English, French, Italian, and Spanish, as an instrument for the preparation of the young participants.

PROGRAM OF CELEBRATIONS

The World Youth Day will start officially with the welcoming of the youth in St.  Peter’s Square on Tuesday, August 15, 2000. In the morning of that same day, each group will celebrate the Eucharist for the Feast of the Assumption at their own lodging places.

Focal points of this World Youth Day will be the “Jubilee Pilgrimage” to St.  Peter’s tomb and the meeting with his Successor. In order to enable all the young pilgrims to experience both events, the traditional triduum of preparation preceding the Vigil and the Mass with the Pope will be modified.  As it is foreseen that already from August 15-19 there will be hundreds of thousands of young people in Rome, they will be divided into three major subgroups, that will be lodged in three different areas and will carry on independent activities during the triduum (August 16, 17, 18).  For every subgroup there will be one day reserved for the Jubilee Pilgrimage.  This will begin in Via della Conciliazione, include passing through the Holy Door, and conclude with a stop inside the Vatican Basilica at the “Altar of the Confession”, while multilingual Jubilee catechesis will be taking place along the way. The area, located in the historical center of Rome, will be accessible only to the members of the designated subgroup, following a precise timetable.  The day of the “Jubilee Pilgrimage” will also have a penitential dimension.  At the same time, during the morning the other two subgroups will have the traditional catechesis and the Eucharistic Celebration in their own lodging areas, and in their own language. In the afternoon, time will be dedicated to meet with the hosting community, to visit the Basilicas, (with the exception of St. Peter’s), and participate in the Incontragiovani program.  On Friday, August 18, the Via Crucis will take place along Rome’s central streets, and at the same time, in some of the lodging places.  Finally, on Saturday morning all the groups will gather at the Campus of the Tor Vergata University, where the Vigil and the Eucharistic Celebration will be presided over by the Holy Father on the 19th and the 20th of August.

INCONTRAGIOVANI

The program Incontragiovani will take place on August 16-18 afternoon (with the exception of the time dedicated to the Via Crucis). This will consist of various manifestations with the purpose of sharing artistic, religious, and spiritual experiences of faith and life of the young people from all over the world.

Every group wishing to present a particular initiative can ask that it be included in the general program. However, initiatives should reflect the spirit of the World Youth Day. Namely, they should be:

* open to all.
* inspired by the pastoral theme of the World Youth Day
* developed in a simple style
* distributed over all lodging areas, following the IWYDC’s indications
* characterized by clear religious contents

Following these criteria, prayer meetings, vigils, exhibitions, concerts, recitals, theatre presentations and all kinds of activity could be organized, thus including sharing meetings prepared by  Movements, Associations, and Communities, as well as gatherings with diocesan Bishops.  Costs connected with renting of space and presentation will be met by the promoting group. However, the ICWYD  will act as guarantor that fair prices be requested.

Projects of activities must be presented to the ICWYD  by October 31, 1999, using a special form that is being distributed. The ICWYD, in collaboration with the PCL, will examine all proposals. The final program will be published in the “Pilgrim’s Handbook”.

HOSPITALITY IN THE ITALIAN DIOCESE 

After consideration of the positive results of Loreto 1995 and Paris 1997, the ICWYD  invites the groups to consider the possibility of visiting the Italian dioceses immediately before World Youth Day, from August 10-14.  Non-Italian youth groups, coming to Rome for the celebration, will thus have the opportunity of a close contact with the faith experience of Italian youth, and will establish or strengthen bonds between their ecclesial community and the one hosting them.

All Italian dioceses will be offering hospitality, with the exception of those close to Rome, that will receive the pilgrims from August 14-20. The request for hospitality should be addressed to ICWYD  that will encourage in every possible way the renewing of former contacts (twin-dioceses, “fidei donum” missionaries, previous encounters, Italian immigrants’ communities, etc.), trying to avoid concentration only on “tourist attracting” cities.

The dioceses will offer free, simple accommodation, while the travel costs have to be met by the participants.

II.       PRACTICAL ORGANIZATION 

GROUP ENROLLMENT

All those who want to participate in the XV World Youth Day will have to register officially. Registration is indispensable, also for groups arranging their own accommodation, for those planning  to stay in hotels, as well as for young people living in Rome.

Since World Youth Day activities are addressed to youth, it is preferable that participants be at least 16 years of age.

The registration form, duly filled in, should be returned to the Youth Section of the Pontifical Council for the Laity (PCL) by 30th April 2000.  The Bishops’ Conferences, as well as the international Movements, Associations and Communities, may serve as a first collecting point for the applications of the various national groups, so that more uniform data may be sent to the PCL.  Groups or individuals who do not intend to use this possibility may nevertheless register directly with the Council. However, special care should be taken to avoid double enrolment of the same group.

From September 1999, the registration form will be available also on the Internet at the following address: http://www.jubil2000.org.  Following enrolment each group will be given a registration number, which must be referred to in successive communications. The Italian Committee for World Youth Day (ICWYD) will contact directly the group leader and provide a second form to collect more specific details, necessary for organizing the stay in Rome.

SOLIDARITY FUND

As customary, to help young people coming from less privileged countries, a Solidarity Fund has been established. Each participant will contribute a sum equivalent to US$10.

On registration, the group leader will pay the total sum of the contributions to the PCL (or to the Bishops’ Conference, international Movement, Association or Community if it acts as the collecting point), by sending with the registration form a non transferable bank check or the sum in cash.

ACCOMMODATION EXPENSES

Two types of accommodation will be offered: the “simple” (which is recommended in order to foster a deep experience of brotherhood and solidarity) and the hotel accommodation. The preference is to be clearly indicated in the enclosed registration form.

"SIMPLE" ACCOMMODATIONS

Those who will choose this kind of accommodation are requested to bring their own sleeping bag and will be lodged in simple structures (families, parishes, religious houses, schools or universities, public premises, campsites, tent cities) in Rome or the surrounding province. Lodging places are available from the afternoon of August 14 and have to be left by the evening of August 20.  Requests for accommodation for the night of August 20th should be made to the Italian Committee for World Youth Day (ICWYD) in advance.

* It is necessary for every participant to be covered by Health Insurance. 
* Minors must be accompanied by adults and carry authorization from parents or guardians.
* Citizens of some countries need a visa to enter Italy and attend World Youth Day. The participants concerned should present the required documentation to the Italian Embassy or Consulate in their country sufficiently in advance. The ICWYD is negotiating with the Italian Authorities facilitations for obtaining visas on the occasion of World Youth Day 2000.
* Every participant should bring an AM-FM radio with earphones in order to be able to listen to the simultaneous translation during the major celebrations.

VOLUNTARY SERVICE 

In order to recruit and organize the largest possible number of volunteers needed for the year 2000, a Voluntary Service Centre has been set up. The Section regarding World Youth Day is located in the office of the ICWYD .  The WYD voluntary service will be divided in four branches: pastoral animation and welcoming at the celebration sites; information service; assistance for the disabled; practical services (food supply, accommodation, transportation ...)

Requirements for volunteers are the following:

·         good knowledge of the Italian language

·         18 years of age

·         availability from August 5 - 20, 2000.

All volunteers will be asked to attend a one-week training from August 5 to August 12, 2000. On August 13 and 14 volunteers will celebrate their Jubilee, while from August 15-20 they will be in service.

The ICWYD  will cover volunteers’ food, lodging and insurance.  Applicants should fill in a special form, which is being distributed by the ICWYD, and return it by July 15, 1999.

WORLD YOUTH DAY SCHEDULE

Monday, 14th - Tuesday,
15th August

Arrival and accommodation of the pilgrims.

Tuesday, 15th August
In the morning, young people will participate in the Mass of the Assumption in the parishes of Rome.

In the afternoon, towards evening, reception celebration in St. Peter's Square.

Wednesday, 16th August
In the morning (for all):
Celebration of the Praises together with the communities offering them hospitality.

Group 1:

"Catechesis of the Jubilee" at St. Peter's.
This will assume the form of an "itinerant catechesis", i.e. a guided route with moments of reflection and prayer and visit of St. Peter's basilica.
During the itinerary participants are asked to keep silent in order to facilitate listening and participation in the catechesis consisting of the following moments:
-Hearing of the Word;
-Reflection;
-Asking forgiveness;
-Renewal of the baptismal promises;
-Symbol of faith;
which will be repeated in cyclical sequences with songs and prayers and transmitted by audio equipment along the entire route.

Groups 2 and 3:
In the morning: catechesis near places of lodging held by the Bishops participating in the WYD.

At the end of the catechesis, lunch will be served near the places of lodging of catechesis.


In the afternoon routes of cultural and spiritual interest in Rome or surrounding areas will be suggested.

For all:

In the afternoon, from 4.30 p.m. on in different places all over town, meetings, debates, performances with songs and music (events called "Incontragiovani") will be organized. In addition, adoration of the Eucharist, celebration of the Word, confessions, lectio divina, prayer vigils etc. will be held in several churches.

Thursday, 17th August
Same program as the previous days with groups rotating.

Friday, 18th August
Same program as August 17th.

In the afternoon the Stations of the Cross will be celebrated in the different places of catechesis.

A solemn celebration of the Stations of the Cross will take place in Rome at 8.30 p.m., starting from an area of the center and ending in front of the Colosseum.   During the Via Crucis, the Cross of the World Youth Days will be carried in procession.

Saturday, 19th August
Day of Final Encounter with the Holy Father
For all groups still residing in their places of lodging:
Very early in the morning, celebration of the Praises in places of lodging and greetings to the communities offering hospitality with celebration of the Eucharist, if possible.

At the end of the celebrations and greetings, all groups will start to converge at the area of the encounter with the Holy Father.

In the encounter area, from the early afternoon on, performances and reception celebrations will be organized on the stage while waiting for the Vigil.


In the evening
the Vigil with the Holy Father will take place.

Sunday, 20th August
In the morning the program continues with Sunday's celebration of the Eucharist and the conclusion of the World Youth Day and the end of the celebration

The fleeting days of our youth are spent in the search for happiness that truly fills the heart.

O Lord Jesus, help us to see and to believe that this world,
so spoiled by injustice, conflict and emptiness,
